PCR Investments plans major solar and battery project in Sandoval County

Sandoval County is set to embark on a significant renewable energy project that promises to reshape the local economy and education funding landscape. During the County Commission meeting on May 28, 2025, officials discussed the approval of a solar and battery energy project spearheaded by PCR Investments, which will occupy approximately 1,833 acres on the east side of the Sandia Mountains.

The project, which includes 220 megawatts of solar power and 10 megawatts of battery storage, is strategically located near existing high-powered transmission lines, facilitating efficient energy distribution. Construction is anticipated to begin in the second quarter of 2027, with power production expected to commence in early 2029. This timeline aligns with the typical development process for such large-scale renewable energy initiatives.

A key aspect of the project is its financial implications for local schools and the county. Under the recently enacted Senate Bill 474, the payment in lieu of taxes (PILOT) will be shared among the county and five school districts, with Bernalillo Public Schools receiving a significant portion due to the project's location. The distribution formula allocates 50% based on the project's location, 40% according to the size of each district's acreage, and 10% based on student enrollment. This means that while Bernalillo Public Schools will benefit from the project, larger districts like Albuquerque Public Schools will also receive funding despite having limited local facilities.

The total investment for the solar and battery components is estimated at $497 million, with a commitment to utilizing local labor for construction, enhancing job opportunities within the community. This project marks the largest non-Intel industrial revenue bond initiative in the county's history, indicating a substantial boost in revenue for local schools and the county itself.

As negotiations continue regarding the specifics of the PILOT agreement, the county anticipates that this renewable energy project will not only contribute to sustainable energy goals but also provide a vital financial lifeline to local educational institutions, ensuring long-term benefits for the community.
