Jimmy Gooding told the commission the facility requires a special-use permit because B-2 zoning does not list 24-hour residential care facilities explicitly and county code asks staff to evaluate whether the use is comparable to permitted uses.

Staff recommended approval with conditions; discussion with commissioners and staff focused on traffic and access.
