TCPS Board revises guidelines for service and therapy animal policies

Talbot County Public Schools has taken significant steps to enhance the integration of therapy animals in its educational environment, as discussed during the Regular Board Meeting on May 21, 2025. The board approved the inclusion of therapy animals into existing guidelines for service animals, streamlining the policy to ensure clarity and accessibility for parents and staff.

The new guidelines, which have been successfully piloted at Easton Elementary, define the roles of service animals and therapy animals, specifically focusing on dogs and miniature ponies for service roles. Therapy dogs will be utilized in controlled settings, allowing students with parental consent to interact with them in designated areas, rather than allowing free movement throughout the school. This approach aims to accommodate students who may have allergies or fears related to animals, ensuring a safe and supportive environment for all.

Board members expressed the need for proactive measures to address potential allergies among students, emphasizing the importance of having clear policies in place before issues arise. The discussion highlighted the necessity of including language in the policy that protects the school system from liability regarding any incidents involving these animals.

In addition to the therapy animal program, the meeting also covered the out-of-area student enrollment process for the upcoming school year. The board reviewed enrollment capacity and outlined that certain schools, such as Chapel Elementary and St. Michael's Elementary, will not be able to accept additional out-of-area students due to capacity constraints. The application period for out-of-area placements is currently open and will close on June 1, with notifications to families expected by June 30.
