Cleveland partners outline $43M development plan for former correction site

Cleveland City Council is gearing up for a significant economic boost with plans to redevelop a 15-acre site previously used by the Department of Public Safety. During the Committee of the Whole meeting on June 2, 2025, council members discussed an ordinance that would authorize the sale of the property for $800,000, paving the way for a new development project expected to create hundreds of jobs.

The redevelopment, led by DBL Development, aims to construct a 400,000-square-foot building, with a minimum investment of $43 million. This project is anticipated to generate substantial income tax revenue, a critical factor since the site currently does not contribute any tax income. The tax-sharing agreement will allow the city to receive 50% of the new income taxes generated, and in cases of relocating existing businesses, the city could see up to 75% of the tax revenue.

Michael Bowen from DBL Development highlighted the urgency of the project, noting that it could be operational by the end of the year, making it competitive with other sites in the region. The development team is collaborating with JobsOhio and local leadership to ensure the project aligns with community goals and attracts advanced manufacturing jobs.

The council's discussions reflect a proactive approach to economic development, emphasizing the importance of swift action to capitalize on the site’s potential. As the project moves forward, it promises not only to revitalize the area but also to enhance job opportunities and generate vital tax revenue for Cleveland and surrounding communities.
