The Rockwall Parks and Recreation Board has taken a significant step towards enhancing recreational opportunities on Lake Ray Hubbard by considering a concession agreement with Prestige Watersports of Dallas for boat rentals. During the meeting on June 3, 2025, board members discussed the implications of this partnership, which would allow Prestige to operate from a privately installed dock at the harbor.
The City of Dallas, which owns the water, has already approved the request, indicating that there is sufficient capacity for additional boats on the lake. However, they have set strict guidelines for operations, including prohibiting parasailing and underwater diving, and limiting fueling to designated areas. The City of Rockwall will oversee the land-based aspects of the agreement, including the installation of docks and compliance with local regulations.

Subscribe for Free Prestige Watersports plans to offer a range of watercraft, including a yacht that accommodates up to 15 passengers, jet skis, and a unique jet car. The proposed pricing structure includes $400 per hour for yacht rentals and lower rates for jet skis and the jet car. The business aims to provide a luxury experience while ensuring safety through comprehensive training and equipment checks.
The concession agreement stipulates that Prestige will remit a percentage of its gross revenue to both the City of Rockwall and the City of Dallas, with rates increasing based on revenue thresholds. The board emphasized the importance of adhering to safety regulations and maintaining the integrity of the harbor, especially during drought conditions that could affect dock accessibility.
As the process moves forward, the timeline for operational readiness is estimated at six to eight months, contingent upon the completion of necessary agreements and dock installations. This initiative not only promises to enhance local tourism and recreation but also aims to stimulate economic activity in the surrounding area, benefiting local businesses as visitors flock to the harbor for water sports activities.
