Alessandro Regazzi presents duplex proposal to Richmond Planning Commission

The Richmond City Planning Commission meeting on June 3, 2025, focused on a permit request for a new two-family dwelling at 3102 P Street. Alessandro Regazzi, representing the property owner, presented the proposal, highlighting its alignment with the Richmond 300 plan and the existing R6 zoning regulations. The proposed structure aims to enhance the neighborhood by providing modern living spaces while respecting the historic character of the area.

The lot, currently vacant and measuring approximately 3,300 square feet, does not meet the minimum lot area and width requirements for the R6 district. However, Regazzi emphasized that the design would maintain the aesthetic of single-family homes, featuring a two-story layout with two-bedroom flats and quality materials. The project also includes community outreach efforts, with letters sent to nearby property owners and discussions held with the Churchill Central Civic Association.

During the public hearing, community member Jennifer Ward voiced opposition to the proposal, citing concerns about the density of the development and its impact on the neighborhood. She argued that the project could lead to parking issues and questioned whether the addition of a two-family dwelling would truly benefit the community. Ward expressed that the development felt more like a profit-driven initiative rather than a thoughtful addition to the neighborhood.

The Planning Commission will consider the feedback from both the applicant and the public before making a decision on the permit request. The outcome of this proposal could set a precedent for future developments in Richmond, particularly in areas with similar zoning challenges.
