Peoria County launches digital equity pilot with 38 participants enrolled

The Peoria County Operations Committee met on June 4, 2025, to discuss the progress of the digital equity pilot program aimed at improving broadband access for residents. The pilot, which began enrolling participants in early 2025, currently has 38 active participants, primarily from Comcast cable jurisdictions, with representation from various county board districts.

The committee highlighted challenges faced during the enrollment process, particularly with the first cohort. Many applicants had existing broadband services, complicating their participation. To address this, the second cohort was restricted to individuals without current broadband access. However, outreach efforts revealed that most residents already had some form of broadband service, leading to only two new enrollments for cohort two.

The committee noted that barriers to broadband access in Peoria County include affordability, infrastructure limitations, especially in rural areas, and the quality of service. An exception was made for one individual who faced personal challenges, allowing her to join the pilot despite initial restrictions.

Additionally, the program is funded through a grant from the Illinois Department of Commerce and Economic Opportunity, requiring monthly documentation for reimbursement. The committee's ongoing efforts aim to enhance digital equity and address the needs of underserved populations in the county.
