Joliet City Council approves TIF study and traffic system upgrade contracts

The City of Joliet Council made significant strides in enhancing community services during their meeting on June 3, 2025. A key decision was the unanimous approval of a professional services agreement for a Tax Increment Financing (TIF) efficiency study with Johnson Research Group, valued at $72,615. This study aims to assess the performance of existing TIFs and identify areas for improvement, ensuring that city funds are utilized effectively.

Additionally, the council discussed extending the lease agreement for Union Station with JVM Golf Properties LLC, allowing for future bookings beyond 2027. This extension reflects the venue's popularity, particularly for weddings, and aims to accommodate increasing demand.

In the realm of public safety, the council approved a $47,207.95 upgrade to the Joliet Police Department's community room furniture, addressing the need for modernization after over 20 years of use. They also authorized an intergovernmental agreement with the Will County 911 Emergency Telephone System Board to accept grant funds, ensuring continued support for emergency services.

The Public Service Committee highlighted a $649,000 contract for an advanced traffic management system, which will synchronize traffic lights across the city for improved efficiency. This project is part of a broader initiative to modernize city infrastructure. Furthermore, a $528,650 contract was awarded for the 2025 sewer cleaning and inspection program, marking the completion of a 12-year effort to inspect the entire sewer system.

The council's commitment to fiscal responsibility was evident as they reported several projects coming in under budget, including the Queen's Acres phase 2 water main improvement project and the Fairmont Water and Sewer Extension project.
