Port Arthur City Council approves contract for new landfill for non-hazardous waste

The Port Arthur City Council convened on June 4, 2025, to discuss a significant resolution aimed at enhancing waste management capabilities in the city. The council approved a motion authorizing the city manager to negotiate a contract with Environmental Industrial Services Group (EISG) of Houston, Texas. This contract will facilitate the study, design, permitting, construction, and operation of a new facility to handle waste that is currently not permitted under the existing landfill permit.

Councilwoman Beckham emphasized the importance of clear communication with residents regarding the nature of the waste that will be accepted at the new facility. The city currently operates a Type 1 municipal solid waste facility, which is permitted to accept specific types of non-hazardous waste, including certain contaminated dirt, asbestos, and processed sludge. The proposed landfill will be located on existing landfill property, and city officials noted a pressing need for such a facility in the region, as there are currently no comparable services available within a 40 to 50-mile radius. This initiative is expected to generate significant revenue for the city, with preliminary estimates suggesting potential earnings between $2.5 million to $5 million annually. The council discussed the possibility of offering different rates for waste disposal based on whether the waste originates from within or outside city limits, further incentivizing businesses to utilize the facility.

Council members expressed confidence in the landfill's longevity, with estimates indicating it could remain operational for over a century. The discussions highlighted the potential for the new facility to not only meet local waste management needs but also to serve as a revenue-generating asset for Port Arthur, supporting the city's financial stability for years to come.
