Aurora plans water rate adjustments for July 2026 amid lead line replacements

The Aurora Committee of the Whole convened on June 3, 2025, to discuss significant updates regarding the city’s water rates and related infrastructure projects. The meeting, led by Jason Bauer from the Department of Public Works, aimed to provide a comprehensive overview of the proposed adjustments to water rates scheduled for July 2026.

Bauer emphasized the importance of transparency in the decision-making process, particularly for the new council members. He noted that the council typically reviews water rate adjustments every two years, and this presentation was designed to ensure all members were informed before the finance committee's discussions.

Bob Lively, the superintendent of the city's water production division, provided insights into the operations of Aurora's sole drinking water treatment plant, which has been in service since 1992. He highlighted the plant's reliance on multiple water sources, primarily the Fox River, and its commitment to maintaining high water quality, as evidenced by the city's success in various water taste competitions.

The presentation detailed the various costs covered by water rates, including plant operations, maintenance, staffing, and loan repayments. Lively pointed out that the city does not utilize tax revenues to support the water utility, making the water rates essential for funding all related services.

As part of the discussion, the need for adjustments to the water rates was underscored, particularly in light of regulatory changes and the ongoing lead service line replacement initiative. The proposed budget for the water utility is approximately $60 million, with a significant portion allocated for compliance with state regulations.

The meeting concluded with a commitment to ensure that any rate adjustments remain reasonable and equitable for residents, while also maintaining the necessary fund balance for the utility's operations. Further discussions will continue in the finance committee as the city prepares for the upcoming adjustments.
