Paulsville City Council adopts six-year transit improvement program and appoints new police lieutenant

Poulsbo City Council made significant strides in enhancing local infrastructure and public safety during its June 4, 2025, meeting. The council adopted a six-year transit improvement program aimed at improving transportation services from 2026 to 2031. This resolution, which will be filed with the state secretary of transportation and the transportation improvement board, reflects the city’s commitment to developing a robust transit system that meets the needs of its residents.

In addition to transit improvements, the council discussed the formation of a working group focused on the 307 Corridor, a critical area for future planning and development. Although Poulsbo has limited jurisdiction over this corridor, council members emphasized the importance of collaborating with affected parties to address potential challenges, particularly concerning upcoming fish barrier projects that could impact North Kitsap.

The meeting also addressed public safety, with Police Chief Harding proposing provisional appointments within the department. Sergeant Sean Zeman was nominated for the rank of Lieutenant to oversee independent investigations related to an officer-involved shooting. This appointment is crucial for ensuring effective management of the investigations, allowing Zeman to direct workflow and issue orders as necessary. Officer Dave Halsberg was also appointed to the rank of Sergeant to support Zeman during this period. The temporary appointments are expected to incur an estimated budget impact of $11,000 over six months.
