Newport Planning Board approves Girl Scouts Camp renovations and special use permits

The Newport Planning Board meeting on June 2, 2025, highlighted a significant development proposal for Camp Rocky Farm, a historic Girl Scouts camp located on Carroll Avenue. The board discussed plans to revitalize the 6.3-acre property, which has been in use since 1950, to enhance its facilities and expand its capacity for educational programs.

Michael Monti, representing the Girl Scouts of Southeastern New England, outlined a comprehensive renovation plan that includes upgrading the existing lodge, constructing a new cabin, and improving access and stormwater management on the site. The proposed changes aim to increase the camp's capacity from 16 to approximately 60 overnight guests, allowing for more troop activities and educational programs, particularly in STEM fields.

However, concerns were raised by local residents regarding the potential for the camp to host events beyond its intended use, such as weddings or corporate functions. One resident expressed worries about noise, traffic, and the impact on the neighborhood, emphasizing the need for clear restrictions on the camp's rental policies. The board acknowledged these concerns and discussed the necessity of a special event permit for any activities outside the camp's primary educational focus.

In response to community feedback, the board proposed a condition that any rental to third parties would require a special event license granted by the city council. This measure aims to ensure that the camp remains primarily a resource for Girl Scouts and related educational activities, while still allowing for limited community engagement.

The board ultimately decided to continue the discussion and further refine the proposal at a special meeting scheduled for June 16, 2025. This decision reflects a commitment to balancing the camp's development with the interests of the surrounding community, ensuring that any future use aligns with the camp's mission and the needs of local residents.
