Mount Vernon Council enacts new waste hauler regulations with recycling permits

During a recent meeting, the Mount Vernon City Council discussed a significant update to the city's waste management regulations, aimed at enhancing environmental responsibility and public health. The proposed ordinance introduces new requirements for waste haulers, including the necessity for recycling permits and annual reporting, which are designed to ensure secure and accountable waste management practices.

The ordinance, which will replace an existing regulation, consists of several key sections. It outlines the purpose of regulating the collection, transportation, and disposal of solid waste and recyclable materials within the city. Each waste hauler will need to pay an annual fee of $100 for their license, and an additional $100 for a recycling permit, bringing the total annual cost to $200 for companies operating in Mount Vernon.

The ordinance mandates that all licensed waste haulers must provide curbside recycling services at no extra cost to residents. This includes supplying recycling bins and ensuring that recyclable materials are processed separately from solid waste. The council aims to eliminate practices where recyclable materials are improperly disposed of, such as being sent to incinerators.

Council members also discussed the possibility of waste haulers subcontracting recycling services to third-party companies. While this could provide flexibility for smaller haulers, it remains essential that all parties involved comply with the new regulations and maintain proper documentation to ensure that recycling is effectively managed.
