Luxembourg prioritizes disability inclusion and deinstitutionalization in new action plan

The Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP18) convened on June 10, 2025, to address critical issues affecting individuals with disabilities globally. The meeting focused on reviewing existing plans and developing future strategies to enhance the rights and inclusion of persons with disabilities.

The session began with a presentation from Luxembourg, highlighting the importance of involving persons with disabilities in the planning process. Luxembourg emphasized that their new action plan would prioritize deinstitutionalization and professional inclusion, aligning with Articles 19 and 27 of the Convention. The government plans to conduct participatory workshops that will be accessible to all, ensuring that the specific communication needs of individuals are met. Following Luxembourg's presentation, a video message from the Minister of Social Development from the State of Palestine was screened. The minister conveyed a dire situation faced by persons with disabilities in Gaza, exacerbated by ongoing conflict. He described the severe lack of basic necessities and the increasing number of injuries leading to disabilities among the population, particularly affecting women and children. The minister reported on efforts to support individuals with disabilities through cash assistance and rehabilitation services, while also calling for international cooperation to rebuild and rehabilitate disability centers in the region.

The discussions underscored the urgent need for comprehensive strategies that prioritize the voices and experiences of persons with disabilities. The meeting concluded with a commitment to continue working collaboratively to ensure that all individuals have a place in society, free from discrimination and exclusion. The next steps involve further engagement with stakeholders to refine action plans and implement effective measures for inclusion and support.
