The Community Partnerships Committee of the Troy City Council convened on June 9, 2025, to discuss the progress of their ongoing parks and recreation project. The meeting focused on the completion of Phase 1, which involved extensive information gathering and analysis over the past 90 days.
During Phase 1, the committee updated the 2019 conditions assessment and conducted a full Americans with Disabilities Act (ADA) evaluation of all 27 parks. This evaluation aimed to identify gaps and future needs regarding accessibility. Additionally, the committee reviewed current programming, pool facility options, funding opportunities, park budgeting, maintenance data, and usage statistics.

The committee has now entered Phase 2, which focuses on public engagement outreach. A community survey launched last Thursday has already garnered approximately 300 responses, representing nearly half of the anticipated engagement numbers for the comprehensive plan. The committee also hosted a community event at the Strawberry Festival, where they received positive feedback.
Looking ahead, the committee is preparing for two future town hall meetings to further engage the public. They are also drafting meeting minutes and making presentations available on their website.
As they transition to Phase 3, the committee plans to analyze the data collected from the first two phases and compare it with national metrics from the National Recreation and Parks Association and the statewide comprehensive outdoor recreation plan (SCORP). This analysis will help assess existing service area boundaries based on walkability and identify potential gaps or surpluses in the park system.
The meeting concluded with a commitment to continue gathering community input and refining the parks and recreation strategy based on the findings from the ongoing project phases.
