Hagerstown council reviews Summit Avenue crossing closure proposal amid public survey results

The Hagerstown City Council held a work session on June 10, 2025, to discuss the potential closure of the Summit Avenue Railroad Crossing, following a public survey conducted in response to previous discussions. The survey, distributed to approximately 600 residents in the South End of Hagerstown, revealed mixed opinions on the closure, with 29 respondents in favor and 27 opposed.

Concerns from residents opposing the closure included fears of increased traffic on Park Circle, which is perceived as a dangerous intersection. Additionally, some residents expressed frustration with CSX, the railroad company, for not maintaining the crossing. Supporters of the closure indicated they would accept it if it meant that CSX would repair two other crossings at Park Circle.

During the meeting, city officials confirmed that if the Summit Avenue crossing is closed, funding for the repairs of the other two crossings would still be available, with CSX facilitating the process. Discussions with Columbia Gas indicated that concerns about access to their facilities could be addressed, as they are working on a solution with a development company interested in the area.

City officials proposed several conditions for moving forward with the closure, including reimbursement for the costs associated with closing the crossing, an annexation agreement with the development company, and ensuring that Columbia Gas's concerns are resolved. The council is now seeking direction on whether to proceed with the closure of the Summit Avenue crossing, emphasizing that CSX has indicated they will not repair the other crossings unless the Summit Avenue crossing is closed.
