Architects present development plans for 30 Caroline and Sperry's restaurant project

A significant development proposal took center stage at the Saratoga Springs Planning Board meeting on June 12, 2025, as the LA Group presented plans for a new mixed-use project at 30.5 Caroline Street. The project, led by client Louis Lazinaro, aims to expand the existing site by adding 29 new apartments and approximately 3,000 square feet of commercial space, linking it to the previously approved 11 apartments at 30 Caroline Street.

Architect George Olson detailed the proposal, emphasizing that the new construction would maintain the historical integrity of the original Sperry's restaurant building while integrating modern elements. "Most of the original building will be preserved," Olson stated, addressing concerns about maintaining the character of the site. The project is designed to enhance the local community by providing additional housing and commercial opportunities.

The Planning Board also discussed the complexities of the site, which includes a stormwater and sewer easement that limits construction options. This easement, which runs from Congress Park to Excelsior Beverage, has necessitated a variance for the project, as it restricts the ability to achieve full frontage build-out. Despite these challenges, the board expressed optimism about the project’s potential to revitalize the area.
