Zach Liben advocates for commercial zone change in Inspiration Heights development

The Planning & Zoning Commission of Doña Ana County convened on June 12, 2025, to discuss a significant zone change proposal impacting the Inspiration Heights subdivision. The meeting focused on the potential for commercial development within the area, which has been primarily designated for residential use and ponding.

Zach Liben, representing the Thurston's and Moongate Water Company, presented the case for the zone change. He explained that the existing master plan for the subdivision included areas designated for ponding, but recent calculations indicated that not all of this land is necessary for that purpose. The proposed change would allow portions of the land to be zoned for commercial use while ensuring that the subdivision's drainage requirements are met.

Liben emphasized that the zone change would not compromise the planned ponding and drainage systems, which are crucial for managing runoff in the area. He noted that phases 3 and 4 of the subdivision are already under construction, with phases 5 through 7 having approved preliminary plats. The applicant expressed a willingness to collaborate with county staff on connectivity and design aspects during the preliminary plat process for future phases, aiming to enhance walkability and transportation options.

The proposal aims to introduce limited commercial services to the growing residential community, providing residents with accessible amenities and contributing to the county's tax base. Liben highlighted the importance of planning for growth in the area, particularly as Holman Road, a minor arterial, is expected to become busier over time.

The commission's discussions underscored the balance between accommodating development and maintaining essential infrastructure, with further evaluations planned as the project progresses. The outcome of this zone change could significantly influence the future landscape of Inspiration Heights and its surrounding areas.
