Irving City Council approves $80M for Mustang Park Community Center construction

The Irving City Council Work Session on June 12, 2025, focused on several key agenda items, including budget adjustments, settlements, and significant infrastructure projects.

One of the primary discussions involved an ordinance amending the fiscal year 2024-2025 budget, which included budget adjustment number four. The council also approved a settlement agreement estimated at $112,019.98 related to personal injury claims, as well as an addendum to an agreement with Hairloop Inc. for caregiving advocacy services, totaling approximately $70,800 over three years.

A notable resolution was passed to establish an interlocal agreement between the City of Irving and Dallas County Health and Human Services for emergency medical service data. Additionally, the council authorized the preparation of an application for financial assistance from the Texas Water Development Board to fund flood infrastructure improvements for the West Irving Creek channel plan.

The meeting also highlighted the Mustang Park Multigenerational Community Center and indoor swimming facility project. Trevor Crane, the director of capital improvement programs, presented details about the facility, which aims to modernize community recreational needs based on citizen input. The proposed center will encompass over 127,000 square feet, featuring various program spaces, a dedicated senior area, and indoor aquatic facilities.

The council discussed an amendment to the construction management contract with Steele and Freeman, Inc., establishing a guaranteed maximum price of over $80 million for the project. The substantial completion date is set for May 12, 2027, with a groundbreaking ceremony anticipated in late June or early July 2025.
