Decatur Township approves rezoning for new service station on Mann Road

The Metropolitan Development Commission Hearing Examiner convened on June 12, 2025, to discuss a significant rezoning request in Indianapolis. The proposal involves transforming a vacant self-service car wash into a new service station, which will maintain a similar building footprint and paved area as the existing structure.

The site is currently zoned C-3 and is surrounded by supportive properties, with no opposition reported to the rezoning request. The proposed service station will feature four fuel pumps and a building footprint of 2,960 square feet, compared to the existing car wash's 230 square feet. Importantly, the development will include a canopy over the fuel pump islands and a multipurpose trail along Mann Road.

A robust landscape plan has been committed to as part of the neighborhood agreement, ensuring aesthetic improvements to the site. The design will incorporate decorative masonry walls and significant window treatments, setting it apart from typical service stations.

Traffic safety was a key focus of the discussion. A traffic analysis conducted by the owners indicated that no major improvements to Mann Road were necessary due to anticipated traffic volumes. However, the owners have pledged to enhance the road by adding dedicated left and right turn lanes at the entrance, which will accommodate up to five cars each.

This proposal stands out as it does not require any variances for development, ensuring compliance with local regulations. The next steps will involve further review and potential approval from the commission, marking a significant development in the area.
