The Loudoun County Board of Supervisors held a public hearing on June 11, 2025, focusing on a proposed development plan that aims to meet various residential and commercial requirements within the county. The meeting addressed several key aspects of the project, including housing density, lot sizes, and community amenities.
The development plan proposes a mix of residential units, with 89% designated for residential use, 6% for non-residential, and 5% for civic purposes. The plan includes 120 single-family detached homes on 30-foot lots, 114 homes on 40-foot lots, and additional units on 50-foot and 60-foot lots, ensuring a variety of housing options. The overall density is projected at 2.96 units per acre, which is below the maximum allowable density of 4.8 units per acre, contingent upon providing affordable housing units.

Under the new zoning ordinance, only 62 ADUs would be required, as the ordinance allows for a credit system that recognizes affordable units at a higher rate.
In addition to residential components, the development will feature a commercial community center, which includes 22 live-work units above retail spaces. The center is designed to be pedestrian-friendly, with bus shelters and walkable access to nearby parks, including Shreve Mill Park, which will offer recreational facilities such as a tot lot and bike racks.
The meeting also highlighted the importance of landscaping and buffers around the community, with plans for extensive plantings along Evergreen Mills Road and Treve Mill Road. These buffers are intended to enhance the natural feel of the area and provide a visual barrier.
Concerns were raised regarding potential archaeological findings on the site, particularly related to its history as a farm. The development team assured that no further disturbance would occur until a thorough investigation could be conducted if necessary.
Overall, the public hearing provided a platform for discussing the proposed development's alignment with county goals, community needs, and environmental considerations. The Board of Supervisors will continue to review the project, with further discussions anticipated in upcoming meetings.
