In a recent meeting held on June 9, 2025, the Newcastle City Council discussed a significant proposal aimed at enhancing the local library's facilities to better serve the community. The plan, presented by representatives from Pioneer Library System (PLS), highlights the urgent need for expansion and modernization of the Newcastle library, which currently operates at just over half the recommended size for its service population of 10,540 residents.
The assessment revealed that the library, at 3,400 square feet, is undersized compared to the American Library Association's standard of approximately 6,000 square feet for a community of this size. Notably, Newcastle's library boasts the highest visits per capita in the entire PLS system, indicating a strong community engagement and demand for library services. The library also leads in loans per capita, with residents borrowing nearly double the average materials compared to other branches.

Subscribe for Free Key findings from the assessment included a lack of collaborative spaces, insufficient outdoor areas, and the absence of a MakerLab, which are increasingly important for community engagement and educational programming. The proposal suggests adding approximately 2,000 square feet to the existing facility, which would include dedicated spaces for collaboration, a MakerLab, and improved meeting rooms. This expansion aims to accommodate the growing needs of families and individuals seeking resources for remote learning, tutoring, and telehealth services.
The estimated cost for the proposed expansion is around $1.4 million, which includes construction, furniture, and soft costs. PLS has indicated that funding has been set aside over the past four years to support such projects, with Newcastle being prioritized due to its high usage and community growth.
Council members expressed enthusiasm for the proposal, recognizing the library's vital role in the community. The timeline for the project is projected to be around 18 months from the start date, which could be as soon as the end of summer 2025, following the completion of a similar project in Norman.
As the city moves forward with this initiative, the proposed enhancements to the library are expected to significantly improve access to resources and services, fostering a more engaged and informed community. The council's support for this project reflects a commitment to addressing the evolving needs of Newcastle residents and ensuring that the library remains a central hub for learning and collaboration.
