The proposal, presented by Darlene Spurrier, described the district’s interpretation of the state law as requiring schools to provide a private space and access to an online telehealth platform, not to assume responsibility for running appointments or complying with HIPAA beyond offering privacy. “We are responsible for offering them access to a telehealth platform, which means that we need to provide them with a space,” Spurrier said. Several board members raised concerns about privacy and confidentiality of appointment requests. Spurrier said applications for telehealth appointments will go to school administrators and that the district will work with principals over the summer on handling application forms confidentially (for example, sealed envelopes) so information does not become broadly available in a school office.

The proposal specifies that school nurses are not responsible for running telehealth appointments beyond providing a private space. Spurrier said the district will not assume HIPAA obligations in lieu of the care provider, and that staff are not expected to implement appointments beyond enabling access.

Other operational questions included whether headsets could be provided to improve privacy; staff said they would evaluate availability and discuss with technology staff. Mister Schaeffer, facilities director, said the plan has five sections covering policies and guidelines, community analysis, inventory and evaluation of facilities, enrollment projections, and a facility needs analysis. He noted that the Talbot County planning office and the Maryland Department of Planning reviewed and supported the plan’s population and enrollment projections. “With the current enrollment projections, TCPS remains in a relatively comfortable position related to our overall utilization across facilities,” Schaeffer said, noting facility utilization is almost flat through 2034.

Board members pressed about the impact of new residential development — particularly the Lakeside community — on enrollment. Schaeffer said Lakeside’s buildout is phased and market‑driven; of about 375 platted sites, roughly 145 are in some level of build-out and those have generated about 18 students so far. Based on current trends, he estimated a completed project could add an estimated 300–350 students, but later phases require county-level approvals tied to wastewater capacity.

Schaffer told the board that, from a condition and age standpoint, Easton High School would be the next major facility priority after the current Chapel project: planning for Easton High would likely be a five-to-seven-year process and would include a feasibility study to evaluate renovation versus replacement. He said the state and county processes are lengthy: the board must pick a plan, county council must agree, and the state public school construction program makes the final determination and funding decisions.

The plan also identifies uncertainty related to prekindergarten expansion tied to the Maryland Blueprint for Education and potential shifts if three-year-old pre-K enrollment were to grow significantly. Schaeffer recommended the board keep an eye on attendance-area adjustments, redistricting and consolidation if utilization changes over time.
