El Paso City Council has taken a significant step towards enhancing renewable energy access for low-income households by approving a $6 million agreement with the Texas Energy Poverty Research Institute (TEPRI). During the meeting on June 10, 2025, the council authorized the city manager to sign a sub-award agreement aimed at implementing the Solar for All program, which will provide solar installations to up to 440 households in the region.

The initiative, funded through a grant from the Environmental Protection Agency (EPA), is designed to alleviate energy costs for families by installing solar systems that are expected to save each household approximately $300 annually. The program will also focus on workforce development, training 20 interns in solar installation, and engaging with the community to promote accessibility to the program.

Fernando Vercano, representing the city’s strategic and legislative affairs, highlighted the collaborative efforts with Harris County and the importance of this program in addressing energy poverty. The project aligns with the city’s sustainability goals and is set to run until 2029, with no financial match required from the city.

Council members expressed enthusiasm for the program, emphasizing the need for effective outreach to ensure that eligible households are informed and able to apply. The selection process for households will involve partnerships with local nonprofits and community organizations, ensuring that the program reaches those most in need.

In addition to the solar initiative, the council discussed other important items, including the approval of the 2025 Community Needs Assessment and policies for various community development programs. These discussions reflect the city’s ongoing commitment to improving living conditions and promoting sustainable practices within the community.

As the city prepares to launch the Solar for All program in October 2025, officials are optimistic about its potential impact on energy savings and job training, marking a significant advancement in El Paso's efforts to combat energy poverty and promote renewable energy solutions.
