The City of Kalispell Planning Commission convened on June 10, 2025, to discuss significant developments regarding a proposed residential project. The meeting focused on a geotechnical report and its implications for the development of single-story prefabricated homes on the site.
The applicant presented a geotechnical report from All West, dated June 2023, along with an addendum from April 2024. The initial report raised concerns about potential seismically induced liquefaction settlement, which could occur during a design-level earthquake event. This event is defined as having a 2% chance of occurring over 50 years. The report highlighted two main threats to life safety: structural collapse and damage to gas utilities. However, the applicant indicated a shift in plans to proceed with single-story homes that would not have natural gas connections, thereby significantly alleviating these safety concerns.

It was emphasized that the adequacy of the city standards for single-family dwelling foundations should be assessed in light of the soil conditions. Any changes to the structure type, such as moving to a two-story home, would necessitate additional soil studies from a qualified geotechnical engineer.
The commission also discussed the necessary infrastructure improvements along the property’s frontages on Highway 93 South, Lower Valley Road, and Demarsville Road. These improvements are required to meet the standards of a major arterial and future major collectors as outlined in the transportation plan. Upgrades would include curb, gutter, landscaping, sidewalks, and street lighting.
Traffic impact studies (TIS) prepared by Abel and Traffic Services were reviewed, indicating that several intersections would require improvements to maintain or enhance the level of service. Key intersections identified for upgrades include Cemetery Road and Highway 93, United Drive and Highway 93, and Willow Glen and Lower Valley Road.
In conclusion, the Planning Commission recommended that the city council adopt the staff report as findings of fact and proceed with the annexation of the property. The meeting underscored the importance of addressing geotechnical concerns and infrastructure requirements as the city continues to develop its residential areas.
