Guam Police Department outlines $50M in upgrades including body cameras and new patrol vehicles

The Guam Police Department (GPD) is set to enhance its operational capabilities significantly following a series of funding approvals and equipment acquisitions discussed during the FY2026 Budget Hearing on June 13, 2025. Key initiatives include the procurement of advanced technology, improved safety gear, and the construction of new facilities aimed at bolstering public safety and law enforcement efficiency.

A major highlight from the meeting was the allocation of $11.5 million in American Rescue Plan Act (ARPA) funds for upgrading the Land Mobile Radio (LMR) system, which is crucial for enhancing communication reliability among officers. The upgrade, contracted to Motorola Inc., is expected to be fully operational by December 2026, following a comprehensive testing phase set for August 2025.

In addition to communication upgrades, GPD has secured funding for essential safety equipment, including 400 bulletproof vests at a cost of $499,200, which have already been distributed to officers. The department also procured 60 computers and monitors valued at over $215,000 to improve operational capacity, prioritizing distribution to essential personnel.

The meeting also addressed the construction of new facilities, including a $4.3 million Evidence Control Building and a $6 million Talafofo Substation, which will serve the eastern villages of Guam. These projects are expected to enhance the department's infrastructure and operational readiness.

Furthermore, GPD is expanding its fleet with the order of 42 new police patrol vehicles, funded through the Howie Grama fund, aimed at improving response times and patrol operations. An additional five vehicles are planned for School Resource Officers (SROs) to enhance safety in schools.

The department is also focusing on community engagement through the establishment of a new police headquarters, which will centralize operations and improve public access to services. Discussions are ongoing with potential contractors for this project.
