The Essex County Board of Commissioners convened on March 20, 2024, to discuss several key agenda items focused on infrastructure improvements and contract approvals.
The meeting began with the approval of a contract awarded to Sparwick Contracting for miscellaneous improvements to bridges and culverts over a two-year period. The contract, not to exceed $429,420, will address minor repairs such as structural scouring and enhancements to substructures and superstructures. The county manages 360 bridges and culverts, highlighting the necessity of having an on-call contract for these improvements. Sparwick Contracting's president, Bridal Fagerstyn, was present to discuss the company’s experience and local workforce.
Next, the board discussed a two-year contract extension with Guardian Fences for the removal and installation of fences and gates at various county facilities. This extension, amounting to $272,000, will utilize an unspent balance of approximately $105,000 from the existing contract, with no changes to the current rates.
The commissioners then awarded a contract to Joseph Sminkowski Incorporated for the hauling and disposal of waste tires generated by the county's fleet management division. This open-ended contract is valued at over $100,000 and was awarded as the sole bid received.
Additionally, Multi Force Systems received a contract for support and maintenance of the county's fuel fueling system for a two-year period, with a maximum amount of $50,000. This system services the county's fleet, including vehicles used by the sheriff's office and public works.
The board also approved a modification to the engineering contract with Paulus, Sokolowski, and Sarter for the rehabilitation of the Parks Administration Building in Newark. This modification adds $180,000 to the contract, raising the total to $908,000 to cover unforeseen costs and extended timelines.
Lastly, a change order was approved for Majeski and Masters Incorporated to increase the contract for preliminary engineering on the replacement of the Bridal Street Bridge over the Passaic River in Newark. This change adds $45,201, bringing the total contract amount to $2,274,981, reflecting a 2% increase.
The meeting concluded with a focus on the importance of these contracts in maintaining and improving county infrastructure, ensuring public safety and service efficiency.
