Chatham Park Development team proposes Oxford Row mixed-use project for Fall Creek Place

The City Council of Indianapolis met on June 16, 2025, to discuss significant developments aimed at enhancing community housing and economic growth. Central to the meeting was the Chatham Park Development proposal, which aims to transform a long-vacant site into a vibrant mixed-use neighborhood at the intersection of 20 Fifth and Delaware.

The Chatham Park Development Team presented plans for "Oxford Row," a three-story building that will feature 46 residential units, including 41 one-bedroom and six two-bedroom apartments. Notably, 10% of these units will be reserved for families earning 50% of the area median income (AMI), addressing the city's pressing need for affordable housing. The project also includes over 5,000 square feet of retail space, promoting local business opportunities and job creation. The development has received unanimous support from the neighborhood association, indicating strong community backing.

Councillor Barth expressed enthusiasm for the project, highlighting its potential to revitalize the area and provide much-needed housing. The proposal is expected to be financed partially through Tax Increment Financing (TIF), which will cover approximately 15% of the project's costs.

In addition to the Chatham Park proposal, the council reviewed a housing hub project on East Georgia Street, which involves acquiring adjacent land to enhance the site for future development. This project aims to create additional space for housing and improve accessibility for residents.

The meeting concluded with a discussion on the Canal Village project, which focuses on providing affordable housing for families, particularly single parents. This initiative includes a unique lease-to-own program and community support services, such as educational workshops and job placement assistance for individuals with intellectual disabilities.
