Planning Commission approves 30-foot light poles at Winchester Medical Center

The Winchester Planning Commission convened on June 17, 2025, to discuss several key agenda items, including a public hearing on the installation of light poles at the Winchester Medical Center and a preliminary major subdivision proposal for 91 parcels at 441 Linden Drive.

The meeting began with a public hearing regarding the Conditional Use Permit (C.U.P.) for the installation of 30-foot non-ornamental light poles at the Winchester Medical Center. A commissioner expressed support for the uniformity of lighting on the hospital campus, emphasizing the importance of downcast lighting for safety in parking areas. Following the public hearing, the commission voted unanimously to recommend approval of the C.U.P., with conditions that the poles not exceed 30 feet in height and that any replacement of light fixtures undergo administrative review.

The second agenda item focused on a request from Freeway Engineering for preliminary major subdivision approval for 91 parcels at 441 Linden Drive, which is zoned for low-density residential development. The commission reviewed a public comment received in support of the subdivision. The proposal includes the creation of public streets, townhomes, single-family homes, and a section of two-over-two condos. Notably, the development plan features traffic calming measures, including roundabouts, which will be the responsibility of the developer.

Additionally, the subdivision plan has been revised to improve property lines between townhomes and single-family homes, ensuring a 10-foot buffer zone to prevent fence construction right at the property line. This adjustment is particularly significant due to the presence of a stormwater facility along the shared boundary.
