Oregon Subcommittee endorses HB 3064 for menopause coverage in health plans

Oregon's Joint Committee on Ways and Means made significant strides in healthcare coverage during their meeting on June 17, 2025. The committee approved House Bill 3064, which mandates health insurance plans in Oregon to cover treatments related to perimenopause, menopause, and postmenopause. Currently, both the Public Employees Benefit Board and the Oregon Educators Benefit Board provide some coverage for menopause support. However, the expansion of covered medications under this new bill is projected to increase costs significantly—by approximately $1.1 million for the Public Employees Benefit Board and $291,084 for the Oregon Educators Benefit Board.

The Human Services Subcommittee has recommended that House Bill 3064 be amended and reported as "due pass," indicating strong support for the bill's progression. This legislative move reflects a growing recognition of the importance of comprehensive healthcare coverage for women, particularly during significant life stages.

In addition to the healthcare discussions, the committee addressed concerns regarding the identification of schools not meeting educational standards. Some members expressed a desire for clearer statutory language to avoid reliance on the Department of Education, citing past political influences as a concern.
