York County approves American Battlefield Trust special use permit for park trail

The York County Board of Supervisors meeting on June 17, 2025, focused on two significant applications, including a proposal for a new park and recreational trail by the American Battlefield Trust and an extension of a special use permit for Carson Group LLC.

The first agenda item was the American Battlefield Trust's request for a special use permit to establish a park and recreational trail at 393 and 401 Crawford Road. The proposed site includes approximately 36 acres of land, which is currently zoned for resource conservation. The plan includes a pedestrian loop trail, a small parking lot with nine spaces, and interpretive signage highlighting the area's historical significance related to Revolutionary and Civil War events.

Concerns were raised regarding the durability and accessibility of the proposed trail materials. The applicants initially suggested a mulch surface for the trail, which is less durable and requires frequent maintenance. However, staff recommended that the trail be constructed with a stone dust surface to enhance durability and reduce maintenance issues. Additionally, the parking area was proposed to be gravel, but conditions were set to require a dustless surface for better accessibility.

The board discussed safety measures, including the need for lighting in the parking area to deter illicit activities, especially since the park would not be gated at night. The board ultimately approved the application with conditions to ensure the trail and parking area meet safety and accessibility standards.

The second application discussed was from Carson Group LLC, seeking a two-year extension of a previously approved special use permit. This extension would allow the company to finalize its site plan for an RV sales and storage facility. The board also considered amending the requirement to vacate certain property lines, which would facilitate the development without impacting the overall site plan.

Both applications reflect ongoing efforts to enhance recreational opportunities in York County while balancing safety and accessibility concerns. The board's decisions will pave the way for the establishment of the new park and the continuation of the RV facility project.
