Planning Commission considers Dutch Bros Coffee shop application in Evergreen development

The City of Lake Elsinore's Planning Commission convened on June 17, 2025, to discuss a significant public hearing regarding the proposed development of a Dutch Bros Coffee shop. The application, identified as 2021-34, seeks to amend an existing conditional use permit for a new 980-square-foot drive-through coffee shop located within the Evergreen Commercial Development.

During the meeting, Commissioner Gray recused himself due to business ties with the applicant. Planning staff member Carlos Serna presented the project details, highlighting that the coffee shop will occupy a 1.13-acre site situated south of Central Avenue and east of Cambrin Avenue. The broader Evergreen development is currently under construction and will feature various retail businesses, including Stater Brothers and a 7-Eleven.

The proposed Dutch Bros Coffee shop will include a single-story structure with a 340-square-foot outdoor dining area and a two-lane drive-through capable of accommodating up to 19 vehicles. To ensure smooth traffic flow, a queuing management plan will be implemented. The project has been reviewed and deemed compliant with the city’s general plan and municipal code, with no significant environmental impacts anticipated.

The commission is expected to adopt the necessary resolutions based on staff recommendations. Public comments were invited, allowing community members to express their views on the project. The meeting underscores the city's ongoing efforts to enhance local commercial offerings while addressing community needs.
