Aldine ISD's Bethune Empowerment Center progresses to 40% completion with budget updates

On June 16, 2025, the Houston Quality of Life Committee convened to discuss the progress and funding of the Bethune Empowerment Center project, located at 2500 South Victory Drive. This initiative, which aims to transform seven buildings into a community resource hub, is currently 40% complete, with a projected completion date set for October 31, 2025. The director has the authority to extend this deadline to December 1, 2025, if necessary, although any further extensions will require council approval.

The project, previously the Mary McLeod Bethune Academy and now owned by Aldine Independent School District, is designed to provide various community services, including administrative offices, a community event center, a garden, early childhood learning spaces, and a small business incubator. The total budget for the project is approximately $13 million, which includes funding from Community Development Block Grants (CDBG), general funds, and other grants. So far, about $4.6 million has been spent on construction, leaving a balance of $7.6 million for future work.

During the meeting, it was emphasized that the city has been proactive in supporting the project, particularly in addressing permitting delays that had previously stalled progress. The Housing Department has facilitated meetings among various departments to expedite the permitting process, countering any perceptions that the city was not committed to the project's timely completion.

Additionally, the committee discussed the financial implications of the project, noting that approximately $906,000 in unspent general funds will be returned to the city, as these funds were not utilized by the extended deadline of June 30, 2025. The distinction between operating and construction funds was clarified, highlighting the importance of understanding how different funding sources will be allocated moving forward.

As the project continues, the committee's discussions underscore the city's commitment to enhancing community resources and economic opportunities for residents, particularly in underserved areas.
