BLM Wyoming updates Rock Springs Resource Management Plan amid increased mineral development

The Bureau of Land Management (BLM) provided a significant update on the Rock Springs Resource Management Plan (RMP) during a recent meeting of the Select Federal Natural Resource Management Committee. Acting State Director Chris Kirby emphasized that the approved RMP, which took effect on December 20, 2024, is currently facilitating increased mineral development in the Rock Springs field office.

Since the beginning of the year, the BLM has issued 27 Applications for Permit to Drill (APDs) and is on track to issue nearly 50 by year-end, marking a notable increase compared to previous years. Kirby highlighted that the new plan has not hindered mineral development, stating, "The RMP has not prohibited us from doing that."

The meeting also addressed the implications of Executive Order 14154 and Secretary Order 3418, which direct the BLM to review and potentially revise the RMP. Kirby noted that while the record of decision remains in effect, the agency will focus on special management designations that impact mineral development. This review process is expected to include public scoping, with a 30-day comment period anticipated to begin next month.

The BLM aims to complete the environmental assessment by spring 2026, contingent on public feedback and potential findings of significant impact. Kirby reassured the committee that the agency is committed to honoring existing rights and facilitating responsible mineral development while considering environmental protections.
