Governor signs Mass Ready Act to boost infrastructure and environmental resilience in Massachusetts

Governor Maura Healey has unveiled a significant new bill aimed at enhancing Massachusetts' infrastructure while prioritizing environmental protection. The initiative, known as the Mass Ready Act, is set to authorize $315 million in investments to bolster the state's resilience against climate change and improve public safety.

During a recent government meeting, Healey emphasized the dual goals of the legislation: to build necessary infrastructure and to ensure it is environmentally sustainable. "We're building the infrastructure we need while also protecting our environment and making it more resilient," she stated, highlighting the importance of proactive measures to prevent future emergencies.

The Mass Ready Act will allocate $200 million specifically for coastal resilience projects, enabling communities to better prepare for storms and rising sea levels. Additionally, $20 million will be directed towards biodiversity efforts, aimed at safeguarding the state's unique ecosystems.

Secretary of Energy and Environmental Affairs, Rebecca Tepper, noted that the bill is a collaborative effort, having involved discussions with over 300 stakeholder groups. She pointed out the critical need for infrastructure improvements, citing that Massachusetts has approximately 3,000 dams, with over 200 in poor condition. The legislation aims to address these vulnerabilities by funding the removal of unsafe dams and the replacement of outdated culverts, which often lead to road closures and hinder emergency services.

The bill also establishes a new resilience revolving fund, providing low-interest loans to local governments for essential projects such as stormwater systems and road upgrades. This financial support is designed to empower communities to take action in safeguarding their residents.

In addition to infrastructure improvements, the Mass Ready Act includes provisions for food security, with funding aimed at supporting local farms and ensuring access to fresh produce for residents. The initiative also addresses water quality by allocating $5 million for the remediation of harmful chemicals like PFAS, ensuring safe drinking water for all communities.

As Massachusetts moves forward with the Mass Ready Act, the focus will be on implementation, with the state poised to make significant strides in both infrastructure and environmental stewardship. The governor's commitment to these initiatives reflects a broader vision for a resilient and sustainable future for all residents.
