Midlothian City Council approves land agreements for roadway and drainage projects

The Midlothian City Council convened on June 24, 2025, to address several key agenda items, including construction contracts and real estate transactions related to ongoing city projects.

The meeting commenced with a discussion on the approval of a ground contract linked to funding from the Midlothian Community Development Corporation (MCDC). Councilwoman Hammond made a motion to approve the contract, which was seconded by Councilwoman Mormon. The motion passed unanimously with a vote of 7-0.

Next, the council considered an agreement with Steele and Freeman for phase 2 construction services of the public safety and courts facility. This phase, referred to as phase 2.1, involves the demolition of the current police station and the construction of parking areas. The total cost for this phase is not to exceed $1,420,077, funded entirely through bond funds and accrued interest. A motion to approve this agreement was made by the mayor and seconded by Councilwoman Hammond, also passing with a 7-0 vote.

The council then moved into executive session to discuss real estate matters, specifically regarding the purchase, exchange, lease, or value of properties within the city limits. Upon returning to open session, the council announced no action would be taken on one of the real estate items discussed.

However, the council did authorize the city manager to negotiate and execute an agreement for the purchase of a 0.103-acre tract for a permanent drainage easement and a 0.055-acre tract for a temporary construction easement, related to the McAlpin Roadway project. The purchase price for these easements is set at $18,500, with all closing costs covered. This motion was made by Councilman Weaver and passed 7-0.

Additionally, Councilman Mormon proposed a similar motion to authorize the city manager to negotiate for a 0.367-acre tract for a permanent water line easement and a 0.596-acre tract for a temporary construction easement, associated with the Mockingbird Lane roadway project. The purchase price for these easements is $30,000, also with all related closing costs. This motion was seconded by Councilman Weaver and passed unanimously.
