Puerto Rico's House Committee investigates telecom tower permit process in Dorado

The Puerto Rico House of Representatives has initiated a comprehensive investigation into the permitting process for a telecommunications facility in the Mameyal neighborhood of Dorado. This decision follows a resolution from the chamber, which mandates the Economic Development Commission to scrutinize the consultation, permitting, and construction processes involved.

The Department of Economic Development and Commerce (DIDEC) presented a detailed report outlining the timeline and complexities surrounding the project. The investigation stems from a permit application submitted by IT Towers LLC in January 2022, which faced opposition from local stakeholders, including the municipality of Dorado. After the Office of Permits Management (OPPE) approved the construction permit in September 2022, the municipality sought an administrative review, which was ultimately denied. However, the Appeals Court later revoked the permit, citing a lack of necessary recommendations from the tourism company, as the site is located in a tourist interest zone.

In February 2025, a new application was submitted by Elite Colp Towers LLC, which included the required endorsements from the tourism sector. The OPPE has since acknowledged the application but noted that further documentation is still pending from the applicant.

Both DIDEC and OPPE have expressed their commitment to transparency and cooperation with the legislative body during this investigation.
