The Lemont Village Board is making strides toward finalizing an ordinance regulating electric scooters and e-bikes, with a draft expected by the end of summer. During the June 23 meeting, discussions highlighted the complexities surrounding the regulation of these vehicles, particularly for non-home rule communities like Lemont.
Village staff member Mike Stillman reported that the ordinance is currently under review by legal counsel, addressing state-level complications that have arisen since recent legislation altered how e-scooters can be managed. Notably, while both home rule and non-home rule communities can regulate e-scooters, the new law imposes significant liabilities on municipalities that choose to allow them, potentially complicating enforcement and legal responsibilities.
Chief of Police was called upon to clarify the implications of the ordinance, particularly regarding the enforcement of regulations. He noted that many communities are opting to ban e-scooters entirely due to these challenges, raising concerns about how to manage young riders who may not comply with such bans.
The board is actively exploring various strategies to ensure that any regulations put in place are enforceable and do not expose the village to unnecessary legal risks. The upcoming July meeting is anticipated to provide further insights and a more concrete proposal for the board's consideration.
