Escondido's preapproved ADU program launched to streamline housing development

Escondido's Planning Commission meeting on June 24, 2025, spotlighted the city's preapproved accessory dwelling unit (ADU) program, aimed at streamlining the housing development process. Associate Planner Priscilla Reldon presented an update on the program, which was launched in January 2025 and has received eight applications to date, all currently under review.

The preapproved ADU program is designed to expedite the permitting process by offering standardized plans that meet California's residential codes. This initiative aligns with Assembly Bill 1332, which mandates that cities develop preapproved ADU plans and approve applications within 30 days, a significant reduction from the typical 60-day timeframe for regular ADUs.

Reldon explained that the program not only provides additional housing options for lower to moderate-income households but also serves as a potential income source for homeowners. The city has partnered with architectural consulting firm RRM to create four distinct ADU plans, which range from studio to three-bedroom units. These plans allow for minor modifications, enabling homeowners to personalize their units while adhering to city regulations.

Despite the program's intent to accelerate the process, the review of applications has encountered delays due to incomplete submissions and the need for applicants to provide custom site plans. City officials acknowledged the challenges faced by homeowners unfamiliar with the requirements, emphasizing the importance of educational materials and workshops to facilitate understanding of the process.

As the city continues to refine the program, staff are also working on translating outreach materials into Spanish and developing a garage conversion checklist to further assist applicants. The ongoing monitoring of the program's effectiveness will help identify areas for improvement and ensure that the initiative meets its goals of increasing housing availability in Escondido.
