Norfolk prepares for 2025 hurricane season with enhanced emergency plans and forecasts

Norfolk City Council is taking proactive steps to prepare for the 2025 hurricane season, which is predicted to be above average, according to NOAA forecasts. During a recent work session, city officials outlined their comprehensive preparedness strategies aimed at safeguarding residents and critical infrastructure.

The NOAA forecast indicates a 60% chance of an above-average hurricane season, with expectations of 13 to 19 named storms, including 6 to 10 hurricanes and 3 to 5 major hurricanes. This outlook is slightly lower than the previous year, which saw 18 named storms and 11 hurricanes. However, officials emphasized that even one storm can have a significant impact on Norfolk.

Key to the city’s preparedness is the enhancement of emergency plans and community outreach efforts. Officials highlighted improvements in shelter readiness and communication tools, ensuring that residents are informed and safe during potential storms. Notably, NOAA has upgraded its forecasting capabilities, now providing potential tropical cyclone products up to 72 hours in advance of tropical storm-force winds, allowing for better preparation time compared to last year’s 48-hour notice.

The city is also monitoring environmental conditions that could influence storm activity, such as warmer ocean temperatures and increased tropical wave activity. These factors, combined with a neutral ENSO condition, suggest a heightened risk for storm formation.
