LAPD investigates misconduct linked to officers Rafael Perez and David Mack

In a recent Los Angeles City Council meeting, significant discussions centered around ongoing investigations into misconduct within the Los Angeles Police Department (LAPD), particularly related to the Rampart Division. The meeting highlighted the extensive efforts being made to address criminal activities linked to LAPD officers, including the notorious case of Rafael Perez, who has been implicated in numerous illegal arrests and misconduct.

Chief Pomeroy and Commander Schatz provided an overview of the criminal investigation that began in April 1998, which has now expanded to include a thorough examination of various specialized units within the LAPD. The investigation aims to ensure that the issues seen in the Rampart Division do not manifest elsewhere in the department. Currently, 30 detectives are focused on the criminal aspects of the investigation, while an additional 20 detectives are handling administrative misconduct cases.

The investigation has revealed that Perez was involved in at least 57 cases that resulted in wrongful imprisonment. The task force is actively working to identify individuals who were jailed illegally and is coordinating with the District Attorney's office to rectify these injustices. This includes pursuing writs to release those wrongfully incarcerated and addressing any conditions imposed due to these arrests.

Council members expressed their support for the investigation's thoroughness and emphasized the need for transparency and independent oversight. They called for the findings to be released to the independent police commission for further analysis and to ensure that the proposed corrective measures are adequate. The council acknowledged that while some immediate actions can be taken, the overall process of reforming the LAPD will require sustained effort and collaboration among city leadership.
