NeighborWorks Toledo seeks debt relief to boost homeownership for tenants

During a recent meeting of the Toledo Housing & Community Development Committee, discussions highlighted the importance of homeownership in building generational wealth, particularly in the context of local housing initiatives. A representative from Neighborhood Housing Services of Toledo, operating as NeighborWorks Toledo Region, expressed optimism about the ongoing Reinvest Toledo program, which aims to enhance community investment and neighborhood development.

The representative brought attention to a pressing issue involving four housing portfolios managed by their organization, which are currently under city-held debt. These portfolios, comprising a total of 101 homes across North, South, and East Toledo, have surpassed their fifteen-year affordability period under the low-income housing tax credit program. As a result, the homes are now eligible for sale to the tenants who have been residing in them.

However, the transition to homeownership is not straightforward. While there are reportedly a dozen banks willing to finance these tenants, the actual success rate for securing loans is low. The representative noted that one tenant has been navigating the financing process for six months without resolution, highlighting the challenges faced by potential homeowners in the area.

The call to action for the committee was clear: the representative urged the city council to consider legislation that would release the existing debt on these properties. This move could facilitate the sale of homes to tenants, thereby promoting homeownership and contributing to the broader goal of building generational wealth within the community.
