Middleton Joint Review Board approves Tax Incremental District Number 6 to retain Thermo Fisher

The City of Middleton Tax Increment District Joint Review Board convened on June 24, 2025, at 4:30 PM to discuss key developments regarding Tax Incremental District Number 6. The meeting began with the approval of minutes from the previous meeting held in March, followed by a review of public records, planning documents, and resolutions passed by the Plan Commission and Common Council.

Todd Taves from Eller's provided an overview of the project plan, confirming that no changes had been made since the last meeting. He highlighted the boundaries of the tax increment district, which encompasses approximately 54 acres, primarily the former American Girl site and a city-owned parcel for stormwater management. Taves explained that the district is designated as a mixed-use area, allowing for both industrial and commercial developments. He noted that the district has a maximum lifespan of 20 years and discussed the significance of a half-mile area surrounding the district, which permits project costs to be allocated for activities both within and outside the district boundaries.

The board then moved to agenda item three, which involved the consideration of Council Resolution 2025-31, approving the creation of Tax Incremental District Number 6. A motion was made by board member Adam and seconded by Jared. Following a brief discussion, the resolution was unanimously approved by a roll call vote.

The meeting concluded with expressions of gratitude for the participants' contributions, emphasizing the importance of the district in preserving approximately 1,800 jobs in Middleton, particularly with the presence of Thermo Fisher.
