Mayor Rilling awards $2.48M West Rock Road sidewalk project to Star Construction Corporation

Norwalk City officials have taken a significant step towards enhancing pedestrian safety with the approval of a $2.48 million contract for the West Rock Road sidewalk project. During the Public Works Committee meeting on July 1, 2025, Mayor Harry W. Rilling was authorized to award the contract to Star Construction Corporation, which includes a 10% contingency for unexpected costs.

The project, which spans approximately two miles along West Rock Road, will incorporate vital safety features such as ADA-compliant sidewalk ramps, traffic calming measures, and pedestrian beacons. These enhancements are particularly crucial given the presence of three schools along the corridor, where data has shown excessively high vehicle speeds. The initiative aims to create a safer environment for students and pedestrians, addressing long-standing community concerns.

Funding for the project comes from a combination of federal and local sources, including a $1.4 million allocation from Congressman Jim Himes as part of a previous congressional spending directive. This collaborative effort underscores the city's commitment to improving infrastructure and public safety.

In addition to the sidewalk project, the committee also approved a contract with Tectonic Engineering Consultants and M&J Engineering for construction inspection services. This agreement will ensure that all federally funded projects, including the West Rock Road initiative, meet compliance requirements and maintain accurate records for reimbursement purposes.
