Meals on Wheels program faces funding challenges as needs increase

Concerns over funding for essential services took center stage at the Kenosha County Human Services Committee meeting on June 24, 2025. Committee members expressed urgent needs for increased financial support to enhance services for vulnerable populations, particularly seniors relying on Meals on Wheels.

A committee member highlighted the critical role of funding, stating, “We were absolutely hoping for additional dollars to be able to serve more people and serve them better.” The discussion underscored the importance of providing in-home support, which studies show can prevent the need for costly nursing home placements. However, the current budget falls short of these needs.

The committee pointed out that the $127,000 allocated for Meals on Wheels is insufficient to meet the demand for nutritious meals among seniors. During the pandemic, additional funding allowed the program to thrive, but as that support dwindles, the committee faced challenges, including a waiting list for meals. Fortunately, they have since cleared the waiting list, but concerns remain about the sustainability of services.

The conversation also touched on the definition of "homebound" under the Older Americans Act, with some members advocating for a broader interpretation to better serve those struggling with transportation. The committee noted that while they have reverted to a one-meal program, flexibility in providing frozen meals for weekends has been significantly reduced.

As the meeting concluded, it was clear that any reduction in funding poses a serious challenge to the committee's ability to serve the community effectively. The members acknowledged the difficulties but remained committed to advocating for the necessary resources to support their programs. The urgency for increased funding remains a pressing issue as the committee looks ahead to future budget discussions.
