County selects Deal Enterprises for $400K former jail demolition project in Salina

The Saline County Commission convened on July 1, 2025, to discuss a significant demolition project concerning the former urging all facility. The meeting highlighted the selection process for a contractor to carry out the demolition, which has been a topic of interest for local residents.

Deputy County Administrator Hannah Bette presented the findings from a request for proposals issued on May 12. The county received seven proposals, which were evaluated based on various criteria beyond just cost, including professional experience, competency, and reference checks. The top three contractors identified were Deal Enterprises, Excel Dirt and Excavating, and G and G Dozer, with Deal Enterprises scoring the highest.

The commission is considering four options for action: awarding the contract to Deal Enterprises for up to $400,000, to Excel for $409,000, to G and G for $287,798, or rejecting all proposals. Bette recommended Deal Enterprises, citing their superior ability to deliver services on time and positive reference checks as key factors in their selection.

Commissioners raised concerns about the small scoring margin between the top bids and the significant cost differences. Some expressed a desire for more transparency regarding the other proposals, questioning why the scores of the remaining four bidders were not disclosed. Bette explained that the evaluation process was rigorous, and some contractors did not meet submission requirements, which affected their scores.

The budget for the demolition project is set at $1.2 million, allowing for contingencies and potential future projects. The commission's decision will impact not only the immediate demolition but also the allocation of funds for future community needs.
