Heart of Iowa Transit expands services and raises fares amid budget challenges

During the July 1, 2025, Board of Supervisors Regular Meeting in Story County, officials discussed the vital role of public transportation in the community, highlighting the services provided by the Heart of Iowa Regional Transit Agency (HIRTA). Serving seven counties in Central Iowa, including Story County, HIRTA has been a crucial resource since 1981, offering door-to-door transportation that caters to a wide range of residents.

One of the key points raised was the importance of HIRTA's demand-response service, which allows individuals to schedule rides for various needs, from work commutes to grocery shopping. Last year alone, HIRTA provided over 30,000 trips in Story County, serving a diverse group of 973 unique riders, ranging in age from three to 103. This service is not limited to those with disabilities or low income, making it accessible to anyone who requires transportation.

Funding for HIRTA's operations comes from a mix of federal and state sources, local taxes, grants, and donations. Recently, the agency raised over $900 through donations in memory of a local resident, showcasing community support. However, officials noted that rising costs, particularly for vehicle maintenance and fuel, have led to a fare increase for riders, with prices rising from $2.50 to $3 for town rides and from $5 to $6 for in-county trips. This is the first fare increase since 2019, reflecting the financial pressures faced by the agency.

In addition to fare adjustments, HIRTA is working on building its own maintenance facility, as it is currently the only transit system in Iowa without one. This facility will help reduce repair costs, which have been a significant burden due to the need to pay commercial rates for vehicle maintenance.

The meeting also addressed staffing challenges, with officials acknowledging the difficulty in recruiting and retaining employees in a low-unemployment environment. Strategies to attract staff may include looking beyond Story County for potential hires.

Overall, the discussions highlighted HIRTA's commitment to providing essential transportation services while navigating financial and operational challenges. The agency's efforts to adapt and improve its services are crucial for ensuring that all residents have access to reliable transportation options in Story County.
