Developers plan $20.8M residential project at 17 and 21 Wall Street

The City of Hartford's PEDH Committee meeting on July 2, 2025, highlighted a significant development project that aims to enhance residential options in the downtown area. The proposed project involves the construction of a new mixed-use building at 17 and 21 Wall Street, which will include approximately 4 residential units and 58 parking spaces.

The development is set to cost around $20.8 million and will be funded through a combination of a Connecticut Redevelopment Authority (CRDA) loan and a senior loan. The project is designed to meet community needs by offering a mix of studio, one-bedroom, and two-bedroom apartments, with 20% of the units designated as workforce housing for individuals earning between 80% and 120% of the area median income.

Key features of the project include two levels of parking, with four stories of residential units above. The developers have committed to complying with city regulations, including requirements for women-owned business enterprises (WBE) and living wage standards. Additionally, the project will benefit from a tax deal that adjusts based on revenue over the first 20 years.

Daniel Kleinberg, a representative from the development team, expressed enthusiasm about the project, noting their previous success in Hartford with over 550 active residential units and plans for an additional 75 units by the end of the year. The proposed development not only aims to address housing needs but also to contribute to the revitalization of the downtown area, providing residents with more living options and supporting the local economy.
