Lehigh County communities prepare joint zoning plan under Grow Norco grant support

Northampton County Council is making significant strides in regional planning and housing strategy, as highlighted in their recent meeting on July 3, 2025. The council is collaborating with local communities, including Catasauqua Borough and Hanover Township, to develop coordinated zoning codes and an official map, marking a historic first for these areas. This initiative is expected to be completed within the next 90 days, paving the way for joint regulatory efforts that address the unique growth challenges faced by these communities.

The council's commitment to regional development is further underscored by the adoption of the slate belt plan last year, which has now led to a request for proposals aimed at synchronizing zoning and official maps across participating communities. This effort is crucial as the region experiences distinct growth patterns compared to other parts of Northampton County and the Lehigh Valley.

In addition to zoning initiatives, the council is actively addressing housing supply and affordability. A recent event at DeSales University attracted 138 attendees, including municipal representatives, developers, and architects, who engaged in discussions about housing strategies. The council has compiled over 250 draft strategies to tackle housing issues, focusing on where new housing should be developed based on existing infrastructure.

The upcoming draft plan, developed in collaboration with the Urban Land Institute (ULI), will provide detailed strategies for housing development, taking into account the limited availability of land due to preservation goals. This comprehensive approach aims to visualize and address the housing diversity and affordability challenges facing the region.
