Cochise County evaluates jail sites with focus on Bisbee and administrative complex

In a recent work session held in Cochise County, Arizona, officials gathered to discuss the critical task of selecting a site for a new jail facility. The meeting, which took place on July 2, 2025, focused on the two highest-ranked locations: the existing jail site in Bisbee and a site adjacent to the county administrative complex off Melody Lane.

The existing jail site in Bisbee presents several advantages, including the integration of the new facility into the hillside and the use of existing access roads and utilities. This site already has essential utilities in place, which could significantly reduce costs. However, officials noted that a new water tank would be necessary to enhance fire flows for the upgraded facility—a common requirement in such projects.

During the discussions, it was emphasized that the existing buildings on the Bisbee site, such as the training center and firing range, could potentially be reused in the new design, further lowering expenses. Karen Chin from Chin Planning highlighted the importance of considering these existing structures as the planning progresses.

The meeting also clarified that the preliminary designs presented were merely conceptual. The actual layout and appearance of the new facility will evolve as a design team is brought on board to refine the plans and optimize the use of the land. Officials reassured attendees that the generalized block diagrams shown were not definitive representations of the future facility but rather a starting point to ensure adequate land mass for the project.

Cochise County owns two parcels at the existing jail site, totaling 65 acres, which encompass the current jail and surrounding land. As the county moves forward with this significant decision, the discussions reflect a commitment to thoughtful planning and resource management in addressing the community's needs for a modern correctional facility.
